Background
Romulus Community Schools (RCS) is soliciting proposals from qualified vendors to upgrade video intercom and access control systems across multiple district facilities. The goal is to enhance security and standardize visitor management and door access solutions that integrate with the existing security infrastructure of the District. Work Details
The selected vendor will provide, install, configure, and commission upgraded video intercom and access control systems. Specific tasks include:
- Replacing legacy intercom systems with IP-based video intercoms.
- Integrating video feeds into the existing Avigilon ACC Video Management System.
- Enhancing door access control functionality as specified.
- Improving front office visibility, communication, and control.
- Ensuring system reliability, security, and long-term supportability.
General Requirements:
- Furnish and install IP video door intercoms and master stations.
- Integrate all intercom video feeds with Avigilon ACC VMS.
- Provide all required cabling (Cat 6 and control wiring).
- Program door release functionality and access control logic.
- Coordinate with District IT and Security staff.
- Test all systems and provide staff orientation.
Facility-Specific Requirements include installations at:
1. Barth Building: One door intercom, one master station, one Avigilon ACC Enterprise license.
2. Board of Education: One door intercom, two master stations, one Avigilon ACC Enterprise license, card reader with keypad at Door 12.
3. Halecreek: One door intercom, one master station, one Avigilon ACC Enterprise license.
4. Romulus Early Childhood Center: One door intercom, two master stations, one Avigilon ACC Enterprise license, card reader at Door 6.
5. Romulus High School: One door intercom, two master stations, one Avigilon ACC Enterprise license.
6. Romulus Middle School: One Avigilon ACC Enterprise license; add second master station in office; add separate door release buttons at reception desks.
7. Romel: One mullion-mounted door intercom; one master station installed on exterior; reuse existing door release button for inner vestibule.
8. Wick: One door intercom; one master station; one Avigilon ACC Enterprise license.
Period of Performance
The contract performance period begins upon award on 4/14/2026 and is expected to be completed within a timeframe that minimizes disruption to instructional operations.

Bidder Requirements
Vendors must demonstrate experience with K–12 or public-sector security system installations and must be currently licensed/registered to perform security alarm/access control work in Michigan. They must also have certifications or manufacturer authorization for proposed equipment and proven experience integrating Avigilon ACC systems. Vendors are required to carry commercial general liability insurance of $1 million per occurrence/$2 million aggregate; auto liability insurance of $1 million; workers’ compensation insurance at statutory requirements; umbrella liability insurance of $2 million; cyber/network security liability insurance of $1 million.
