Third Party Administrator for Drug & Alcohol Testing

Background
The Department of Technology, Management & Budget (DTMB) of the State of Michigan issued a Request for Proposal (RFP) to select a Contractor for Statewide Third-Party Administrator (TPA) Services for Drug and Alcohol Testing of State Employees and Pre-Hire Applicants. This also includes Off-site Reference Laboratory Urine and Saliva Screening and Confirmation Services for the Michigan Department of Corrections (MDOC) Prisoners, Parolees, and Probationers. The goal is to ensure effective drug and alcohol testing services across various state departments. The contract term is three years with up to five renewal options.

Work Details
1) Statewide Third-Party Administrator (TPA) Services for Drug and Alcohol Testing: The contractor will provide comprehensive TPA services including administration management, development of a statewide clinic/provider network, breath alcohol testing, urine drug testing, split specimen testing, and related supplies.

2) Off-site Reference Laboratory Urine and Saliva Screening: The contractor will conduct urine and saliva screening tests for MDOC prisoners, parolees, and probationers. This includes initial screenings, confirmations, and specialized requests.

Period of Performance
The contract will be performed over a period of three years with options for up to five additional one-year renewals.

Place of Performance
Services will be provided statewide across Michigan for state employees and within the facilities of the Michigan Department of Corrections.

Bidder Requirements
Bidders must demonstrate their ability to meet technical requirements outlined in the RFP. Specific qualifications include experience in drug testing services, relevant certifications (e.g., HHS Certification), and the ability to provide detailed resumes for key personnel.
