Background
The City of Detroit Office of Contracting and Procurement (OCP), on behalf of the Department of Innovation and Technology, is seeking proposals for technical or professional services to develop an AI-driven system to assist with navigating the municipal code.

Work Details
The contractor will provide AI services focused on the following:
- Development of a real-time system utilizing only the City’s municipal code as the data source.
- Implementation of a phased approach that initially serves internal users with potential expansion for public access.
- Creation of tools that ensure accuracy in reporting and user interaction, including usage reports and an accuracy model.
- Compliance with City data standards, ensuring data interoperability, security, and adherence to applicable regulations (e.g., HIPAA, PII).
- Provision of API access for data retrieval in formats such as JSON, CSV, or XML.
- Documentation of APIs and database schema must be provided.
Period of Performance
The contract will be executed over a period of 6 months from the date of award.
Place of Performance

Bidder Requirements
Proposals are open to firms with a minimum of 1 year experience providing similar services. Respondents must register in EUNA Bonfire to submit proposals. Equalization credits are available for certified Detroit-based businesses (D-BB, D-RB, D-HB, D-SB, D-MB). The contractor must comply with all local laws and regulations regarding procurement.
