Staff Training Evidence Based State Run CCI's
Background
The Michigan Department of Health and Human Services (MDHHS) is seeking to implement evidence-based programming for juvenile justice-involved youth at State-run Child Caring Institutions (CCI). The goal of this contract is to prevent crime, reduce recidivism, and improve outcomes by providing evidence-based treatment services. The intended source for this contract is the University of Cincinnati Research Institute (UCRI), in affiliation with the University of Cincinnati Corrections Institute (UCCI).

Work Details
The contract involves a multi-phase approach to program development and implementation:

- Phase I: Program Design/Model Development - UCCI will review existing MDHHS programming, enhance effective components, identify ineffective components, and redesign programs in collaboration with MDHHS juvenile justice staff.

- Phase II: Training - UCCI will provide training to MDHHS Juvenile Justice staff on evidence-based practices including Principles of Effective Intervention (PEI), Core Correctional Practices (CCP), Cognitive-Behavioral Interventions-Core Youth (CBI-Core Youth), and case planning as needed.

- Phase III: Implementation/Coaching - UCCI will coach MDHHS staff through hands-on modeling of service delivery, observation with feedback, and ongoing technical assistance using technology. Supervisors responsible for program oversight will also receive coaching to maintain fidelity to the model.

- Phase IV: Quality Assurance - UCCI will monitor implementation progress, identify successes and concerns, and ensure the successful implementation of the program model. Performance measures will include group observation forms, client satisfaction surveys, staff evaluations, and pre-post testing. Training on maintaining fidelity to the developed evidence-based programs will also be provided.
