SharePoint Development Support for Emergency Operation Center

Background
The Berrien County Sheriff's Department is seeking bids for SharePoint Development Support for its Emergency Operations Center (EOC). The EOC plays a crucial role in coordinating responses to various emergencies, including crises like the COVID-19 pandemic and flooding. The goal of this contract is to enhance coordination and information sharing through a robust digital platform, leveraging Microsoft SharePoint as part of the Microsoft 365 suite.

Work Details
The contractor will be responsible for the IT Design, Development, and Deployment of a SharePoint site that supports three primary use cases:

1) Day-to-Day Customer Support,
2) Organizing Emergency Teams in the field (including external users), and
3) Supporting EOC Staff during emergencies.

The SharePoint site must integrate with existing O365 tools and provide functionalities such as centralized document management, automated incident management workflows, role-based access control, integrated alerts and notifications, mobile accessibility for field teams, and training management. Specific tasks include requirements gathering, creating user-friendly subsites for EOC staff and emergency responders, developing core functionalities like news feeds and document libraries, ensuring compliance with security policies, and providing post-launch support.

Period of Performance
The proposals are due by September 22, 2025. The estimated purchase order issue date is October 9, 2025, with a desired completion date for work set for September 3, 2026.

Place of Performance
The contract work will be performed at the Berrien County Sheriff's Office located at 701 Main Street, St. Joseph, MI.

Bidder Requirements
Bidders must comply with Michigan Public Act No. 517 of 2012 regarding Iran-linked businesses and submit a sworn affidavit confirming compliance. Additionally, bidders must be licensed to operate in Michigan and not debarred from conducting business by any governmental entity. Proposals must include certifications of experience with SharePoint design and development in public sector environments.
