Security Guard Services

Background
The Board of Water and Light (BWL) is seeking proposals for supplemental security guard services for all BWL assets located in Lansing, Michigan. Founded in 1885, the BWL is the largest municipally owned electric utility in Michigan and serves approximately 100,000 customers. The goal of this contract is to ensure the safety and security of BWL facilities through professional security services.

Work Details
The contractor will provide security guard services that include:

- Protecting BWL assets
- Serving as the main point of contact for security after hours
- Managing unruly individuals on BWL properties
- Maintaining activity logs
- Conducting foot and vehicle patrols
- Controlling access to premises
- Responding to alarms
- Ensuring compliance with all security policies

Security guards must be trained in AED, CPR, and First Aid. The contract requires ongoing skill verification and training for guards. Additionally, guards must undergo background checks including citizenship verification, physical ability assessments, driving record checks, drug screenings, and reference checks.

Period of Performance
The contract will be for a period of three years.

Place of Performance
Services will be performed at various BWL locations including:

- Haco Drive
- Penn/Hazel complex
- Eckert/Moore’s Park complex
- Erickson Station Complex
- Dye Water Complex
- Reo Town Headquarters in Lansing, Michigan.

Bidder Requirements
Bidders must comply with specific requirements including providing a sworn notarized affidavit of compliance with the Iran Economic Sanctions Act. They must submit proposals through IonWave and not via email. The contractor must ensure that all security personnel are properly vetted and trained before assignment.
