RFP-Unified Platform, Data Systems Modernization

Background
The Department of Technology, Management and Budget is seeking proposals for the CEPI Education Data System Modernization. This initiative aims to develop a Unified Platform for Data Collection and Reporting Application to enhance the efficiency and effectiveness of data management within the educational sector in Michigan.

Work Details
The contractor will be responsible for delivering a Unified Platform that includes:
- Comprehensive solution architecture based on approved functional requirements.
- Development of high-level architectural blueprints for service-oriented and event-driven architectures.
- Implementation of security measures including IAM, encryption, and network security.
- Continuous updating and maintenance of all solution-related project documentation.
- Delivery of software in both Object Code and Source Code form, along with complete documentation for installation, testing, use, support, and maintenance.
- Provision of training as specified in the Statement of Work. The contractor must also comply with the State’s data security policies as outlined in Schedule E.

Period of Performance
The anticipated contract begin date is September 2026, with a duration dependent on project milestones and deliverables.

Place of Performance
The services will be performed primarily in Michigan, with specific locations to be determined based on project requirements.

Bidder Requirements
Bidders must demonstrate experience with similar projects and provide resumes for key personnel including a Project Manager, Business Analyst, Software Solution Architect, Cloud Architect, UI/UX Designer, QA Automation Testing Lead, and Security Officer. Bidders are required to maintain compliance with insurance requirements as specified in Schedule C and adhere to all contract terms outlined in the solicitation.
