RFP for Third Party Administrator for Drug & Alcohol Testing

Background
The State of Michigan's Department of Technology, Management and Budget is issuing this Request for Proposal (RFP) to procure Third Party Administrator (TPA) services for Drug and Alcohol Testing for State employees and pre-hire applicants.
Additionally, the RFP seeks off-site reference laboratory urine and saliva screening and confirmation services for prisoners, parolees, and probationers under the Michigan Department of Corrections (MDOC).
The goal is to ensure compliance with drug testing protocols and provide necessary support for both state employees and correctional facilities.

Work Details
The contract includes two primary services:
1) Third Party Administrator (TPA) for a Drug and Alcohol Testing Program for State of Michigan Employees and Pre-hire applicants.
2) Off-site reference laboratory urine and saliva screening and confirmation services for prisoners, parolees, and probationers, including all related collection materials.
Bidders may submit proposals for one or both services. Specific tasks include managing drug testing programs, conducting screenings, providing confirmation testing results, ensuring compliance with MDOC regulations, and supplying necessary collection materials.

Period of Performance
The anticipated contract start date is July 1, 2025. The duration of the contract will be determined based on the proposal evaluations.

Place of Performance
Services will be performed in various locations across the State of Michigan as required by the contract specifications.

Bidder Requirements
