RFP for MDOC Library Circulation System Software

Background
The Michigan Department of Corrections (MDOC) is seeking to modernize its library services by acquiring a new Library Management System (LMS).
The goal of this Request for Proposal (RFP) is to enhance inventory tracking and consolidate library services across all MDOC facilities, thereby improving efficiency and accessibility for inmates.

Work Details
The contractor will provide a full-featured Library Management System (LMS) that includes the following functionalities:
- Inventory management for library materials.
- User account management for inmates accessing library services.
- Circulation management including check-in/check-out processes.
- Reporting capabilities for tracking usage statistics and inventory levels.
- Integration with existing MDOC systems as specified in the Statement of Work.
- Compliance with data security requirements as outlined in the solicitation.
- Support and maintenance services as detailed in the Service Level Agreement.

Period of Performance
The contract will be performed over a period starting from the anticipated award date until the completion of implementation and acceptance testing, expected to be finalized within 12 months from the award date.

Place of Performance
The services will be performed at various Michigan Department of Corrections facilities across the state.
Software delivery will be managed through electronic means.

Bidder Requirements
Bidders must demonstrate experience in providing similar library management solutions, including references from previous clients.
Additionally, bidders must comply with Michigan's Qualified Disabled Veteran/Service-Disabled Veteran-Owned Business Program requirements if applicable.
All proposals must include a completed Confidential Treatment Form if any proprietary information is included.
