Background
The Michigan Department of Technology, Management and Budget is issuing this Request for Proposal (RFP) for the Electronic Local Government Information & Taxation Evaluation System (ELITES).
The goal of this contract is to provide a centralized system for managing data related to Michigan Public Acts that address critical aspects of local government finance and accountability.

Work Details
The contractor will be responsible for delivering a comprehensive electronic system that includes the following components:
- Development and implementation of the ELITES software platform.
- Integration with existing state systems and databases.
- Ongoing maintenance and support services post-implementation.
- Compliance with all relevant data security requirements as outlined in the solicitation.
- Provision of user training and documentation to ensure effective use of the system by local government entities.

Period of Performance
The anticipated contract begin date is March 30, 2026, with specific timelines for deliverables to be outlined in the Statement of Work.

Place of Performance
The services will primarily be performed within the State of Michigan, with potential requirements for remote support as needed.

Bidder Requirements
Bidders must demonstrate experience in developing similar systems, provide proof of compliance with Michigan's economic impact requirements, and submit a completed Confidential Treatment Form if applicable.
Bidders must also comply with insurance requirements as specified in Schedule C.
