Request for Proposal Phase II Environmental Site Assessment, Possible BEA, & HMI - 267 Third Street

Background
The Manistee County Land Bank Authority (MCLBA) is seeking proposals for a Phase II Environmental Site Assessment (ESA), an optional Baseline Environmental Assessment (BEA), and a pre-demolition Universal Waste/Hazardous Materials Investigation at 267 Third Street, Manistee.
This property is a former multifamily residence slated for demolition in summer 2026. The investigation and demolition are funded by a state Blight Elimination Grant, which has strict deadlines.
The MCLBA aims to ensure environmental due diligence is completed prior to the grant's expiration.

Work Details
The contractor will perform the following services:
1. **Phase II ESA**: Propose a scope of work and cost to evaluate Recognized Environmental Conditions (RECs) identified in the Phase I ESA, including potential coal chute restoration if sampling damages the sidewalk.
2. **Baseline Environmental Assessment (BEA)**: If the property is found to be a 'Facility' under Part 201 of the Natural Resources and Environmental Protection Act, include a cost for BEA completion.
3. **Pre-Demolition Universal Waste and Hazardous Materials Investigation**: Conduct inspections for hazardous materials including lead, cadmium, asbestos, and PCBs. Destructive methods may be used during inspections, with samples sent to an accredited laboratory.
Deliverables include one Phase II ESA report, one BEA report (if applicable), and one inspection report detailing hazardous materials findings.

Period of Performance
The Phase II ESA and Hazardous Materials Investigation must be completed no later than June 5, 2026.
The BEA should be completed as soon as practical after determining if the property is a Facility.

Bidder Requirements
The selected contractor may subcontract work but must be responsible for all work performed. Subcontractors must be approved by MCLBA and provide proof of insurance as outlined in Appendix A of the RFP.
