The County of Jackson, Michigan is seeking proposals for Managed Assigned Counsel services to support the Jackson County Public Defender Office. The selected contractor will manage the county's indigent defense system, overseeing contracted attorneys and ensuring compliance with legal standards.
Work Details
The contractor will provide public defender – counsel administrator services, which include:
- Supervising contracted attorneys
- Screening and selecting eligible attorneys for case assignments
- Evaluating attorney performance
- Reviewing invoices
- Authorizing investigative resources
- Developing programs to meet mandated standards by the American Bar Association and the State Bar of Michigan
- Resolving non-grievance matters between defendants and assigned counsel
- Attending legal conferences to stay updated on legal issues.
The vendor will work from a location of their choosing and will be compensated hourly.
Period of Performance
The contract will be for one year with the possibility of up to four one-year renewal options, contingent upon annual funding approval.

Bidder Requirements
Bidders must have a minimum of five years of experience providing managed assigned counsel services. They must possess a Juris Doctorate degree, be licensed to practice law in Michigan, and meet all insurance requirements including Workers’ Compensation Insurance and Professional Liability Insurance. Bidders must not be on any debarred lists and must provide five references from similar service contracts.
