Background
The City of Detroit, through its Office of Contracting and Procurement (OCP), is seeking proposals for preliminary engineering analysis services to assess hydraulic impacts on the Detroit sewer system. Work Details
The contractor will perform a comprehensive evaluation of the Joseph Campau sewershed and Outfall B10 (NPDES Outfall 012). Key tasks include:
1. Project Management: Oversee project timelines, meetings, and deliverables.
2. Information Gathering: Collect relevant data from DWSD and GLWA, including sewer maps and discharge data.
3. Hydraulic Modeling: Set up hydrologic and hydraulic models using DWSD’s All-Pipes Model to establish existing conditions.
4. Field Data Collection: Conduct CCTV inspections of sewer lines and topographic surveys as needed.
5. Concept Development: Propose at least three engineering concepts aimed at eliminating combined sewer overflows (CSOs).
6. Stakeholder Coordination: Engage with public agencies and community stakeholders regarding project impacts.
7. Cost Estimating: Develop cost opinions based on proposed improvements using AACE Class 4 methodology.
8. Report Preparation: Compile findings into a final report detailing existing conditions, proposed alternatives, cost estimates, and an implementation plan.
Period of Performance
The contract will be for two years with an option for one additional year upon approval from the Detroit City Council.

The work will primarily take place within the Joseph Campau sewershed area in Detroit, Michigan.
