Background
The Michigan Public Service Commission (MPSC), under the Department of Licensing and Regulatory Affairs (LARA), is responsible for ensuring safe, reliable, and accessible energy services. Following the enactment of Public Act 233 of 2023, which establishes a voluntary siting process for renewable energy projects, the MPSC is seeking a consultant to assist in evaluating applications for wind, solar, and energy storage facilities.

The anticipated influx of applications starting in 2025 necessitates expert analysis to support the Commission's decision-making process.

Work Details
The contractor will provide consulting expertise in environmental and engineering reviews for Renewable Energy and Energy Storage Siting Cases. Specific tasks include:
1. Sound Report and Monitoring Protocol: Review sound modeling results and monitoring plans to ensure compliance with statutory limits.
2. Shadow Flicker Report: Analyze flicker modeling results for wind facilities.
3. NFPA 855 Code Compliance: Ensure compliance with National Fire Protection Association codes for energy storage facilities.
4. Dark Skies Plan: Review plans for light mitigation in solar/storage facilities.
5. Public Benefits Analysis: Evaluate expected tax revenue, community agreements, job creation, and energy contributions from proposed facilities.
6. Environmental Compliance Review: Assess compliance with state environmental laws through various reports and plans.
7. Decommissioning Plan Review: Analyze decommissioning plans including site restoration and financial assurances.
8. Signal Mitigation Plan: Review plans to mitigate impacts on communication signals from the facility.

Period of Performance
The contract is expected to begin on September 1, 2025, with multiple siting cases anticipated throughout the calendar year, particularly in the second quarter.

Place of Performance
The work will primarily be conducted within Michigan as it pertains to the MPSC's regulatory responsibilities.

Bidder Requirements
Bidders must have a minimum of three years of experience in siting or permitting renewable energy projects and demonstrate expertise in environmental regulations, land use policy, urban planning, GIS mapping, sound engineering modeling, or as expert witnesses in legal settings.

Bidders must also comply with all applicable state laws and regulations.
