Prisoner Store and Friends and Family Care Packages

Background
The Michigan Department of Corrections (MDOC) is responsible for supplying approximately 33,000 prisoners across 26 correctional facilities in Michigan with commissary goods. This Request for Proposal (RFP) seeks to establish a contract for the provision of these goods, which include mandatory items such as healthcare products, hygiene items, stationery, food, metered envelopes, and miscellaneous items.

The goal is to ensure that incarcerated individuals can purchase approved items for personal use from a standardized list of authorized products.

Work Details
The Contractor must provide comprehensive 'Prisoner Store' services including: accepting orders, packaging, and delivering commissary goods and care packages to MDOC facilities. The Contractor will manage a minimum of 400 approved prisoner store items and ensure continuous availability without substitutions or backorders unless authorized by MDOC.

Delivery schedules will be bi-weekly with potential for more frequent deliveries. The Contractor will also facilitate Friends and Family care package orders through various means including online, mail, and telephone. Specific requirements include:
- Providing all necessary IT infrastructure for kiosks used by prisoners to place orders.
- Ensuring compliance with MDOC's health and safety standards.
- Maintaining inventory levels with no more than 1% of approved items out-of-stock at any time.
- Implementing a product recall program that ensures immediate notification to MDOC facilities.
- Packaging requirements that ensure security and compliance with MDOC policies.

Period of Performance
The anticipated contract start date is October 1, 2026. The contract duration is likely to extend over several years as it aims to provide ongoing services to the MDOC.

Place of Performance
Services will be performed throughout the State of Michigan across all MDOC facilities.

Bidder Requirements
Bidders must demonstrate experience in providing similar services to correctional facilities. They must comply with specific insurance requirements as outlined in Schedule C of the RFP. Additionally, bidders are encouraged to have access to Michigan-based warehouses for service fulfillment. Bidders must also submit a completed Confidential Treatment Form with their proposal.
