Description

The Contractor shall provide police authorized towing and recovery services for the Detroit Police Department.
Background
The City of Detroit, through its Office of Contracting and Procurement (OCP), is seeking proposals for Police Authorized Towing Services on behalf of the Detroit Police Department (DPD).

The goal is to maintain clean, safe, and functional streets by ensuring a well-managed vehicle towing system that provides high-quality customer service. The DPD requires supplemental towing services from qualified vendors who can tow and store vehicles or tow vehicles to DPD lots without storage responsibilities. Contracts will be awarded to multiple private tow companies to ensure availability and efficiency.

Work Details
The Contractor shall provide police authorized towing and recovery services for the DPD, which includes:
- Removal of motor vehicles, motorcycles, mopeds, boats, recreational vehicles, safes, ATM machines, and other items as determined by the City.
- Maintain at least one tow truck on standby during special detail assignments.
- Respond within 20 minutes of dispatch with appropriate equipment.
- Operate 24/7 and maintain open hours for vehicle release from 7:00 AM to 6:00 PM daily.
- Provide well-managed storage facilities with necessary business capabilities including office space, computers for data collection, customer service phone lines that are recorded for 30 days, and restroom facilities.
- Secure facilities and ensure safety of all towed vehicles.
- Install a digital video recording system at storage facilities with recordings retained for 45 days.
- Store impounded vehicles separately from others for audits and inspections.
- Maintain records on each vehicle for five years post-release in an electronic format available for inspection/audit without notice.
- Utilize DPD's tow management software and charge fees as determined by the City.

Period of Performance
The contract term will be three years with options for renewal subject to approval by the Detroit City Council.

Place of Performance
Services will be performed within the geographic boundaries of Detroit, Michigan.
