PMC Project M13 10th St to Lake St Railroad, Saginaw County

Background
The Michigan Department of Transportation (MDOT) is issuing this Request for Proposal (RFP) for a maintenance project on M-13 from 10th Street to Lake State Railroad Crossing in the City of Saginaw, Saginaw County. The goal of this contract is to mill and resurface the roadway, ensuring compliance with MDOT's 2020 Standard Specifications for Construction. This project aims to enhance road safety and accessibility, including the installation of ADA ramps.

Work Details
The contractor will perform the following tasks over a distance of 0.83 miles:

- 2-inch cold milling of HMA surface
- 2-inch HMA paving (5EML, High Stress)
- Installation of ADA ramps
- Temporary and permanent pavement markings

Specific tasks include:
- Cold Milling HMA Surface: 28,703 square yards
- HMA Paving (5EML, High Stress): 3,157 tons
- Installation of ADA ramps at the M-13 and 6th Street intersection
- Removal and installation of concrete sidewalk
- Installation of temporary pavement markings at the end of each workday and permanent markings within 7 days after HMA paving completion.

Traffic control devices will be supplied by the contractor, ensuring that cross streets and driveways remain open throughout the project.

Period of Performance
The contract period is from September 8, 2025, to September 30, 2025. All work must be completed within five consecutive days once it begins.

Place of Performance
The work will take place on M-13 from 10th Street to Lake State Railroad Crossing in the City of Saginaw, Saginaw County.

Bidder Requirements
Bidders must be currently listed as MDOT Prequalified Contractors in Hot Mix Asphalt/Bituminous Patching. Additionally, both the bidder and all subcontractors must be registered with the Michigan Department of Labor and Economic Opportunity (LEO) to perform work on State projects. A copy of active State Project Registration Confirmation letters must be submitted with proposals.
