ORS IT Modernization RFP

Background
The Department of Technology, Management and Budget, through its Office of Retirement Services, is issuing a Request for Proposal (RFP) No. 250000002999 for the ORS IT Modernization project. The goal of this contract is to enhance the technological capabilities of the Office of Retirement Services to improve service delivery and operational efficiency in managing retirement processes and benefit plans.

Work Details
The contractor will be responsible for providing comprehensive IT modernization services, which include:

1. Development and implementation of a phased approach to modernize the ORS IT systems, including:
- Phase 1: Project documentation, strategy and vision, human-centered design (HCD), agile roadmap.
- Phase 2: Input from employers and internal staff on wireframes and prototypes, foundational level development, feasibility study for Siebel migration.
- Phase 3: Development increments for Employee Self-Service (ESS), Customer Relationship Management (CRM), Atlas; design increments based on HCD input; data migration; training; testing.
- Phase 4: Further development increments for miAccount, CRM, Atlas; additional design increments; data migration; training; decommissioning; testing.
- Phase 5: Final development increments focusing on AI integration and transition to maintenance.

2. Conducting mandatory pre-proposal meetings covering various topics such as ORS overview, technical requirements, DevSecOps processes, standards and design principles.

3. Providing a detailed Statement of Work that outlines specific deliverables including software development terms, insurance requirements, service level agreements, data security requirements, transition plans, and pricing schedules.

Period of Performance
The anticipated contract start date is March 31, 2026. The duration of the contract will be determined based on the completion of the phases outlined in the Statement of Work.

Place of Performance
The services will primarily be performed at locations designated by the State within Michigan.

Bidder Requirements
Bidders must comply with specific requirements including:
- Submission of a Letter of Commitment for Key Personnel assigned to the project.
- Completion of various forms such as Bidder Questions Submission Form and Confidential Treatment Form by proposal deadline.
- Bidders must demonstrate experience with similar projects and provide resumes for key personnel roles including Project Manager, Business Analyst, Human-Centered Design Specialist, among others. Additionally, bidders must adhere to insurance requirements as specified in Schedule C.
