MSP 1250 Proficiency testing RFP Forensic Science Division

Background
The Michigan State Police (MSP), Forensic Science Division (FSD), is a fully accredited laboratory that requires proficiency testing to maintain its accreditation. These tests are mandated by the ANSI National Accreditation Board (ANAB) and the FBI Quality Assurance Standards. MSP FSD has been accredited since 1985 and conducts annual proficiency tests for analytical staff and semi-annual tests for DNA analytical staff to ensure compliance with international standards and secure Federal Grant Funding.

Work Details
The Contractor must provide proficiency testing services, including but not limited to:
- Seized Drugs Analysis
- Latent Prints Examination
- Latent Print Processing
- Questioned Documents Examination
- Handwriting Examination
- Footwear Imprint Analysis
- Tire Tracks Analysis
- Ignitable Liquid Identification
- Fiber Analysis
- Paint Analysis
- Glass Analysis
- Bloodstain Pattern Analysis
- Blood Alcohol Analysis
- Toxicology Drug Blood Analysis
- Breath Alcohol Analysis
- DNA Analysis
- Parentage Analysis
- DNA Databasing
- Body Fluid Identification
- Firearms Evidence Examination
- Toolmark Impression Analysis
- Serial Number Restoration
- Gunshot Residue Distance Determination. The Contractor is required to be an ANAB approved provider of these tests and must ensure that all analysts in the Forensic Science Division take at least one proficiency test per year in their respective forensic discipline. The Contractor will evaluate submitted tests and send results to ANAB as required for accreditation.

Period of Performance
The contract is expected to commence on October 1st, 2025, and will last until September 30th, 2030. It may be renewed for up to five additional one-year periods at the discretion of the State.

Place of Performance
The services will be performed for the Michigan State Police across its seven forensic laboratories located within Michigan.

Bidder Requirements
Bidders must be ANSI National Accreditation Board (ANAB) providers and meet ISO 17025:2017/ANAB Accreditation standards. They must bid on all line items as only one contract will be awarded from this RFP. No subcontractors are allowed for any part of the work.
