Description

Notice to Bidders: Sealed Proposals in response to this Request for Proposal ( RFP ) will be received by the Board of Water and Light ( BWL ) for the furnishing of the Migration of Firewalls from Cisco FTD to Palo Alto. Proposals must be in full accordance with the enclosed Scope of Work. Proposals must be submitted through IonWave. Proposals received via e-mail will not be accepted. The BWL reserves the right to reject any or all Proposals, waive irregularities or technicalities in any Proposal, and accept any Proposal in whole or in part, which in the opinion of the BWL, is in its best interest. The BWL does not limit the methods or factors to be used for evaluation.
Background
The Board of Water and Light (BWL) is the largest municipally owned electric utility in Michigan, serving approximately 100,000 customers. The BWL is seeking proposals for the migration of firewall configurations from Cisco FTD to Palo Alto firewalls as part of its ongoing efforts to enhance its cybersecurity infrastructure. This project aims to ensure a seamless transition while maintaining operational integrity and security.

Work Details
The contractor will be responsible for reviewing and completing the migration of firewall configurations, NAT rules, and OSPF routing from Cisco FTD firewalls (FPR-2110 running version 7.4.2.4) to Palo Alto PA-3410 firewalls (running PAN-OS 11.1.2-h3). Specific tasks include:

- Validating existing Cisco FTD configurations.
- Completing the migration of firewall policies and configuration from FTD to Panorama.
- Migrating IDS/IPS and URL Filtering rulesets.
- Validating OSPF routing migration (up to approximately 40 point-to-point routes).
- Performing a comprehensive best practice review of Palo Alto configurations.
- Assisting in production cutover during approved maintenance windows.
- Providing operational support post-cutover.
- Conducting functionality testing for selected firewall rules.

Period of Performance
The contract will commence upon award and is expected to be completed within a specified timeframe that aligns with the BWL's operational schedule.

Place of Performance
The work will primarily take place at the BWL's facilities in Lansing, Michigan.

Bidder Requirements
Bidders must provide a sworn and notarized affidavit of compliance with the Iran Economic Sanctions Act. Additionally, bidders are required to submit documentation demonstrating their experience with similar projects and provide references from past clients.
