Michigan Master Software Program (MMSP)

Background
The Michigan Master Software Program (MMSP) is initiated by the Department of Technology, Management and Budget to facilitate the solicitation and purchase of Commercial Off-The-Shelf (COTS) and Software as a Service (SaaS) software.
The program aims to improve efficiency, generate competition, and secure State Data through a structured Request for Solution (RFS) process.
This initiative builds on the experiences gained from the Michigan Master Computing Program (MMCP), which has seen significant investment in software procurement over the past years.

Work Details
The contractor will be responsible for executing the RFS process, which includes:
1. Carrying out the RFS Process as defined in the Statement of Work, including renewing any licensing or subscription fees necessary for maintaining access to software.
2. Assisting with software or solution licensing and maintenance renewals.
3. Processing orders from and payments to providers for initial licensing and renewals.
The contractor must also provide a list of providers who agree to the State’s License Agreement and security requirements after completing the RFS process.

Period of Performance
The contract will have an initial term of one base year with up to 20 additional one-year options available for extension.

Place of Performance
The services will be performed within the State of Michigan, specifically involving interactions with state agencies requiring software solutions.

Bidder Requirements
Bidders must comply with all state regulations, including those related to labor laws, nondiscrimination policies, and confidentiality obligations.
They must also demonstrate experience in managing similar projects and provide proof of any required certifications or licenses.
