Background
The Michigan Infrastructure Council (MIC), established under Public Act 323 of 2018, operates within the Michigan Department of Treasury. Its mission is to create a strategic framework addressing Michigan's critical infrastructure needs through partnerships and coordination among asset owners. The MIC aims to foster a culture of infrastructure asset management guided by collaboration, education, and prioritization.
As part of its educational initiatives, the MIC seeks to develop a Citizen’s Guide to Infrastructure Systems to equip Michiganders with knowledge about infrastructure investment and management.
Work Details
The Contractor is required to develop a Michigan-specific Citizen’s Guide on infrastructure systems tailored for public stakeholders. This includes:
A. Developing the Citizen’s Guide as an introductory resource on infrastructure systems for the public, ensuring all documents are ADA compliant and aligned with WCAG 2.1 AA accessibility standards.
B. Administering electronic Statewide surveys directed at the general public and infrastructure asset owners to gather feedback on infrastructure issues.
C. Creating tailored public-facing educational materials such as handouts, one-pagers, social media content, and other resources to support the guide's launch.
D. Developing a communications strategy to promote the Citizen’s Guide to the public.
Additionally, supplemental guides may be created focusing on specific infrastructure asset classes like water, transportation, energy, and broadband.
Period of Performance
The anticipated contract begin date is June 15, 2026, with an expected duration until June 14, 2029. The contract may be renewed for up to two additional one-year periods at the State's discretion.
Place of Performance
The work will primarily take place in Michigan as it involves developing materials specifically for Michigan citizens.
Bidder Requirements
Bidders must demonstrate experience in developing educational materials related to infrastructure and possess knowledge of Michigan's infrastructure systems. They should have experience working with local units of government or state agencies in Michigan and familiarity with ISO 55000 standards for asset management best practices.
Bidders must also show proven ability in creating surveys for general audiences and developing communication strategies.
