MCDA Statewide Data Strategy Pre-Qual Tier 2

Background
The Department of Technology, Management, and Budget Financial Services office issued this Request for Proposal (RFP) to select a Contractor for a comprehensive statewide data strategy aimed at enhancing evidence-based decision-making.

The strategy encompasses key elements such as open data, data literacy, data analytics, data governance, data management, data access, and data sharing. The contract is intended to support the State of Michigan's mission to improve its operational effectiveness through better use of data.

Work Details
The contractor will be responsible for developing a comprehensive statewide data strategy that includes:
1. Open Data initiatives;
2. Enhancing Data Literacy across state departments;
3. Implementing Data Analytics capabilities;
4. Establishing robust Data Governance frameworks;
5. Improving Data Management practices;
6. Facilitating Data Access and Sharing among various stakeholders.

Period of Performance
The contract will be performed over a period of six months.

Place of Performance
The services will be performed within the State of Michigan.

Bidder Requirements
Bidders must demonstrate prior experience relevant to the project, provide a detailed service capability outline excluding Section 5 on staffing, and meet specific technical evaluation criteria related to their proposals.
