Master Person Index (MPI) Enhancement Project

Background
The Master Person Index (MPI) Enhancement Project is initiated by the Department of Technology, Management and Budget of Michigan. The goal of this project is to improve the performance of MPI matching and to enrich it with additional or missing data elements. This enhancement is crucial for the agency's mission to manage and utilize personal data effectively within state operations.

Work Details
The contractor will be responsible for enhancing the Master Person Index (MPI) system, focusing on improving matching performance and enriching the database with additional or missing data elements. Specific tasks may include:

- Analysis of current MPI functionality
- Identification of gaps in data
- Implementation of new algorithms for better matching accuracy
- Integration of additional data sources to enhance the MPI's comprehensiveness.

The contractor must also ensure that all enhancements comply with state data security requirements and accessibility standards.

Period of Performance
The anticipated contract begin date is May 29, 2026, with a duration expected to last until May 26, 2029. The contract may be renewed for up to two additional one-year periods at the discretion of the State.

Place of Performance
The work will primarily be performed within the State of Michigan, specifically at locations designated by the Department of Technology, Management and Budget.

Bidder Requirements
Bidders must demonstrate experience in enhancing data management systems similar to MPI. They should provide proof of any relevant certifications such as Qualified Disabled Veteran/Service-Disabled Veteran-Owned Business status if applicable. Additionally, bidders must comply with all state regulations regarding labor practices and must not have any outstanding debts or tax obligations with the State.
