Background
The Berrien County Administration Department is seeking proposals for Investment Advisory Services to assist the Berrien County Trust Investment Committee in making informed decisions regarding the investment of the Retirement System’s assets.
The Retirement System has a market value of approximately $298,600,000 as of August 31, 2025, with allocations to various asset classes including domestic equity, international equity, fixed income, real estate, and alternative assets.
Work Details
The selected Investment Advisor will provide the following services:
1. Assist with the development and periodic review of the Investment Policy Statement.
2. Conduct studies and provide recommendations for asset allocation aligned with the Trust Investment Committee’s goals.
3. Lead due diligence and selection of investment managers, including preparation of search materials and ongoing oversight.
4. Develop and monitor performance standards for investment managers.
5. Provide quarterly performance evaluation reports comparing to benchmarks and peer groups.
6. Monitor compliance with Public Act 314 of 1965 and provide written quarterly reports.
7. Assist in maintaining a diversified investment manager structure.
8. Execute approved investment decisions and monitor portfolio-level risks.
9. Provide general consulting services as requested.
Period of Performance
The contract is anticipated to start upon award or a mutually agreed date in late May 2026.
Place of Performance
Services will be performed at the Berrien County Administration Center located at 701 Main Street, St. Joseph, MI.
Bidder Requirements
Bidders must have at least five years of experience providing investment advisory services to public employee retirement systems, be registered as an investment adviser under the Investment Advisers Act of 1940, acknowledge fiduciary responsibility under Public Act 314 of 1965, demonstrate experience with public funds similar in size and complexity, and commit to attending meetings of the Berrien County Trust Investment Committee.
Additionally, bidders must submit a sworn certification confirming they are not an 'Iran linked business' as per Michigan Public Act No. 517 of 2012.
