Ingham Isd - Utm Firewall Refresh

Background
Ingham Intermediate School District (ISD), a Regional Educational Service Agency, is seeking bids for a Unified Threat Management (UTM) Firewall Refresh Solution on behalf of the StarNet consortium members.
The goal is to replace and upgrade the existing UTM solution, which includes firewall services, web content filtering, intrusion detection and prevention, secure packet inspection, and VPN services.
The new solution must meet or exceed the current system's functionality and performance requirements while allowing for future growth.

Work Details
The successful bidder will provide a UTM Firewall Refresh Solution that includes:
- All labor and services to implement the solution, including migrating existing functionalities.
- Preference for PaloAlto hardware or equivalent.
- A fully functional system integrated within Ingham ISD's current environment.
- Compliance with the Children’s Internet Protection Act (CIPA) for content filtering.
- Support for a minimum of twelve virtual domains, scalable to twenty.
- One year of licensing, subscriptions, and maintenance included in the proposal.
- Monitoring, logging, and reporting capabilities.
- Alternative pricing options for IoT security modules and extended licensing terms (three and five years).

Period of Performance
The project is scheduled to start on July 1, 2026, and must be completed by August 15, 2026.

Place of Performance
The contract will be performed at Ingham ISD facilities located in Mason, Michigan.

Bidder Requirements
Bidders must comply with E-rate program requirements and provide a valid Service Provider Identification Number (SPIN).
They must also submit evidence of FCC Green Light Status with their bid.
Bidders are required to maintain commercial general liability insurance of at least $1 million per occurrence and $2 million aggregate.
Additionally, they must provide references from similar projects completed within the last five years.
