Home Energy Rebate Program

Background
The U.S. Department of Energy (DOE) is authorized by the Inflation Reduction Act (IRA) to carry out the Home Energy Rebate Programs to help households save money on energy bills, improve energy efficiency, and reduce indoor and outdoor air pollution. The Home Energy Rebate Programs consists of two programs: the Home Energy Efficiency Rebates (IRA Section 50121) and the Home Electrification and Appliance Rebates (IRA Section 50122).
The Michigan Home Energy Rebate Program is being implemented and administered by the Department of Technology, Management and Budget – Central Procurement Services.

Work Details
The contractor is required to implement and administer the Michigan Home Energy Rebate Program. The work includes managing federal funds, working within compliance requirements, managing a rebate program, working with utilities, providing goods and services, managing similar rebate programs, and working with utilities.
The contractor must also have experience managing federal funds and working within compliance requirements for at least three years, as well as at least five years of experience managing similar rebate programs and working with utilities.

Period of Performance
The contract is anticipated to begin on Sunday, September 1, 2024. The initial term of the contract will expire on September 30, 2028. It may be renewed for up to three additional one-year periods at the sole discretion of the State.
