Background
The University of Michigan seeks proposals from qualified suppliers for eResearch Software and Services to support its mission of serving the people of Michigan and the world through excellence in knowledge creation, communication, and application. The contract aims to replace the current eResearch software platform, which is set to reach its end-of-life date in October 2031. This initiative encompasses all three campuses located in Ann Arbor, Dearborn, and Flint, as well as Michigan Medicine.
Work Details
The scope of work includes:
1. Transitioning existing business processes for central offices and departments to a new software solution.
2. Reengineering existing business processes and building new training materials.
3. Reestablishing integrations between systems and rebuilding reporting mechanisms, including data warehouses.
4. Replacement of multiple modules including:
- Grants & Contracts Management Module: Supports over 6,000 proposals annually requesting approximately $6.5 billion in funding, manages over 10,500 active projects worth over $10.3 billion, and processes over 8,000 award modifications.
- Regulatory Management Module: Covers Institutional Biosafety Committee applications with 710 unique PIs and Institutional Review Board applications involving human subjects with 8,900 unique PIs.
- Animal Research Components: Compliance management for animal research with approximately 3,800 animal researchers managing over 55,000 active census units/cages.
Period of Performance
The contract is expected to be for a five-year term with an option to extend for additional two-year terms as mutually agreed upon between the University and the supplier. The RFP process will conclude with engagement starting in 2027, with all systems needing migration by September 2031.

The services will be performed across the three University of Michigan campuses located in Ann Arbor, Dearborn, Flint, as well as Michigan Medicine.

Suppliers must comply with HIPAA regulations if selected and are required to sign a Business Associate Agreement (BAA). Preference will be given to goods or services manufactured or provided by Michigan businesses if they are competitively priced.
