Digital Learning Management System

Background
The City of Detroit Office of Contracting and Procurement (OCP) is seeking proposals for a new digital learning management system on behalf of the Board of Ethics. This initiative follows the need for an updated platform that can accommodate the evolving training requirements mandated by the Ethics Ordinance, particularly after the limitations experienced with the current system during the COVID-19 pandemic.

The goal is to implement an off-the-shelf solution that allows for continuous updates and diverse training media for public servants.

Work Details
The selected contractor will provide a comprehensive digital learning management system with functionalities including:
- In-system course authoring without third-party software support.
- Capability to import existing content and edit it.
- Full integration with existing software like Microsoft Office and Adobe.
- A separate media library for additional content.
- High-level course management to track learning experiences.
- User feedback mechanisms, course/user tracking, lesson gating, assessments, interactivity in automated videos, and more.
- User experience features such as mobile responsiveness, user portal customization, social profiles/community building, forum capabilities, and gamification elements.
- Administrative capabilities including reporting and analytics dashboards.

The project milestones include contract approval by City Council by September 10, 2024; completion of initial project layout by October 30, 2024; first training module testing by November 15, 2024; and public rollout by April 1, 2025.

Period of Performance
The contract will be effective for a term of 3 to 5 years following approval by the Detroit City Council. The anticipated timeline for project completion is from September 2024 to April 2025.

The work will be performed virtually and at the Board of Ethics offices located at the Butzel Family Center, 7737 Kercheval, Detroit, MI 48214.
