Background
The Michigan Department of Health and Human Services (MDHHS) Children's Services Administration is seeking proposals for drug screening and confirmation testing services. This initiative aims to address substance abuse, which poses significant barriers to child protection, safety, family preservation, and reunification. The contract will support MDHHS's strategic goal of providing uncompromising care for vulnerable children in Michigan.
The current drug screening contract has expanded from a pilot program in five counties to all 83 counties in Michigan, allowing Child Protective Services (CPS) and Foster Care workers to collect samples from clients on a randomized test schedule.
Work Details
The contractor will provide comprehensive drug and/or alcohol screening services including:
1. Saliva/oral fluid and court-ordered urine screens.
2. Initial Testing and GC/MS Confirmation Testing or other federally approved methods.
3. Compliance with federal requirements under the Department of Health and Human Services, including CAP-FDT and CLIA certifications.
4. Maintenance of legal chain of custody procedures.
5. Confidentiality of records as per applicable laws.
6. Provision of all necessary supplies and courier services for specimen transport.
7. An online portal for requesting tests, accessing results, documentation storage, and training materials.
8. Training for MDHHS staff and private agency partners on sample collection procedures.
9. Reports detailing testing results, training sessions, customer service surveys, etc.
Period of Performance
The anticipated contract start date is July 20, 2026, with an initial performance period expected to last three years.
Place of Performance
Services will be provided across all 83 counties in the State of Michigan.
Bidder Requirements
Bidders must have current Laboratory Accreditation Certificates (CAP-FDT and/or CLIA). They must also demonstrate compliance with federal drug testing requirements while maintaining confidentiality as per state laws. Additionally, bidders should provide a detailed description of their Quality Control and Assurance Program.
