Critical Incident Mapping Solution

Background
Michigan State University (MSU) is soliciting proposals for a Critical Incident Mapping Solution, funded under the State of Michigan's 2023-PA-0103 SB173. The goal of this contract is to enhance the capabilities of the MSU Department of Police and Public Safety by providing a mapping solution that integrates with existing public safety applications and technologies.

Work Details
The contract requires the Supplier to provide a Critical Incident Mapping Solution that meets specific functional and technical requirements, including:
1. Compatibility with local, state, and federal public safety applications.
2. No requirement for additional software.
3. Printable format and verified accuracy of maps.
4. Maps displayed true north with accurate site-specific information and labels matching building structures.
5. Inclusion of accurate floor plans and aerial imagery.
6. A gridded overlay with x/y coordinates to assist first responders.
7. Implementation, testing, and training plans for Supervisor level users (Train-the-Trainer Model).
8. Software must operate on Windows 11 and utilize MSU GIS provided maps, preferably in a cloud-hosted SAAS architecture with high availability for public safety.
9. Ongoing maintenance and support must be provided by the vendor.

Period of Performance
The assignment is expected to commence in January 2026 with an anticipated go-live date of June 2026. The initial contract period will be three years, with options for renewal upon mutual agreement.

Place of Performance
Services will be performed at Michigan State University, specifically within the Department of Police and Public Safety.

Bidder Requirements
Respondents must comply with MSU's Criminal Background Check Policy if applicable. They are also required to submit a Voluntary Product Accessibility Template (VPAT) as part of their proposal to demonstrate compliance with accessibility standards.
