Background
Gratiot County Central Dispatch Authority (GCCDA) is responsible for providing 24/7 emergency communication services for law enforcement, fire, and EMS agencies throughout Gratiot County, Michigan. The current Computer Aided Dispatch (CAD) system is nearing the end of its lifecycle, prompting the need for a comprehensive assessment and procurement process to ensure the continued delivery of efficient, reliable, and modern dispatch services.
Work Details
The selected consultant will perform the following services:
- Evaluate the existing CAD environment.
- Identify operational and technical requirements.
- Develop an RFP for CAD system procurement which includes Mobile Data Terminals, AVL/Mapping/GIS, Mobile Applications for Tablets & Phones, Messaging, and Third Party Integrations Programs.
- Assist in vendor evaluation and selection.
- Support contract negotiation.
- Provide optional support during system implementation and go-live.
The consultant will conduct a needs assessment by reviewing current CAD, GIS, RMS, and related systems; interviewing stakeholders (dispatch staff, police, fire, EMS); documenting current workflows and identifying gaps. They will define functional and technical requirements ensuring alignment with NG911 and NENA standards. Additionally, they will draft a tailored CAD system RFP for GCCDA’s needs, facilitate vendor Q&A and pre-bid meetings, assist in proposal evaluation, scoring, and interviews. Guidance on service level agreements (SLAs), licensing, support, and maintenance terms will also be provided. Optional implementation oversight includes project management support, system testing coordination, training coordination, cutover planning, and post-implementation review.
Period of Performance
The project is estimated to start on October 1, 2025. The desired timeline to complete the implementation of the CAD project is within the next 12 to 18 months after vendor selection.

The contract will be performed at Gratiot County Central Dispatch located at 1375 S County Farm Dr, Ithaca MI 48847.
