The Michigan Department of Health and Human Services is issuing this Request for Proposal (RFP) to procure services for the Youth in Transition program. Work Details
The contractor will provide an Independent Living Skills Coach on campus to assist students who have experienced the foster care system. The coach will work with no more than 25 eligible students at a time. Key responsibilities include:
1. Establishing eligibility by sending prospective youth's names and dates of birth to MDHHS.
2. Conducting needs assessments using the Casey Life Skills Assessment and reassessing annually.
3. Screening youth for human trafficking indicators using specific tools based on their case status.
4. Preparing individualized service plans in collaboration with the youth, reviewing them quarterly.
5. Advising and supporting youth in various life skills areas including housing, employment, education, financial management, relationship building, career planning, and accessing community resources.
Period of Performance
The anticipated contract start date is April 1, 2026, with a duration of three years until March 31, 2029. There is an option for two additional one-year renewals at the State's discretion.
Place of Performance
Services will be provided statewide across Michigan community colleges.

Bidders must demonstrate that staff providing direct services have relevant qualifications such as a master's degree or a bachelor's degree with five years of experience in human services fields. Additionally, bidders must comply with all state regulations regarding licensing and training for staff working with foster youth.
