City of Detroit Gunshot Detection System

Background
The City of Detroit Office of Contracting and Procurement (OCP), on behalf of the Detroit Police Department (DPD), is seeking proposals from qualified vendors to provide a Gunshot Detection System for deployment across targeted zones within the City.

The DPD aims to enhance public safety through advanced technology that integrates with existing systems, thereby improving response times and operational efficiency.

Work Details
The selected vendor will be responsible for designing, installing, testing, and commissioning a Gunshot Detection System (GDS) in designated areas. Key tasks include:
- Conducting site surveys and acoustic modeling for optimal sensor placement;
- Procuring and configuring all necessary hardware and software;
- Installing sensors and integrating the system with existing DPD platforms such as Video Management Systems (Genetec) and Computer Aided Dispatch (Central Square One Solution);
- Performing acceptance testing;
- Providing ongoing maintenance and support;
- Ensuring compliance with cybersecurity standards;
- Delivering system activation reports.

The system must support real-time data exchange, alerting, and interoperability across multiple platforms including Windows, iOS, and Android devices.

Period of Performance
The contract term will be for 5 years, with the possibility of renewal subject to City Council approval.

Place of Performance
The services will be performed within the City of Detroit, specifically in areas designated for gunshot detection coverage.

Bidder Requirements
Respondents must demonstrate a minimum of 5 years of experience in providing similar services. They are required to submit detailed information on previous projects involving gunshot detection systems or similar technologies. Additionally, vendors must comply with City cybersecurity standards, including support for Microsoft Azure Multi-Factor Authentication (MFA) and Single Sign-On (SSO).
