Auditor for Shelby Public Schools

Background
Shelby Public School District, referred to as 'The District', is seeking proposals from qualified Certified Public Accountant firms to conduct audits of its financial statements for the fiscal years ending June 30, 2025, 2026, and 2027. The District's goal is to ensure compliance and transparency in its financial reporting. The contract may be extended annually for an additional three years based on satisfactory performance.

Work Details
The selected firm will provide the following services:
1. Conduct audits for the Comprehensive Annual Financial Report and the Report for Compliance for Federal Grant Programs for the periods ending June 30, 2025, 2026, and 2027.

2. Audit specific funds including General Fund Operational, Special Revenue Student Activity, Food Service, Capital Projects (2021 & 23 Bond), and Debt.

3. Prepare two base quotes:
- Base Quote #1: The District staff completes financial statements including MD&A, Basic Financial Statements, Fund Financial Statements with reconciliations, Notes to Financial Statements, Combining and Individual Fund Statements, and Schedule of Federal Financial Assistance.
- Base Quote #2: The auditor prepares reconciliations within Fund Financial Statements and Basic Financial Statements.

4. Report findings regarding internal accounting control and compliance with laws affecting financial statements to the Superintendent and Board of Education.

5. Provide a personal presentation of the final report to the Board of Education by an audit manager or partner of the firm.

Period of Performance
The contract period is from June 30, 2025, to June 30, 2028. Preliminary audit work will occur in May and June each year; audit work in August; financial statements prepared in September; mid-year audits in early December.

Place of Performance
The services will be performed at Shelby Public Schools located at 525 N State St, Shelby, MI 49455.
