Applicant Tracking System (ATS) for Human Resources Information System (HRIS)

Background
The City of Detroit's Office of Contracting and Procurement (OCP) is seeking proposals for an Applicant Tracking System (ATS) to enhance recruitment efficiency and ensure compliance with legal and civil service regulations. The ATS must integrate seamlessly with the City's current and future Human Resources Information System (HRIS), supporting a comprehensive hiring process from job posting to onboarding.

Work Details
The ATS must provide functionalities in recruitment, selection, applicant tracking, compliance, reporting, and onboarding. Key features include:
- Mobile-friendly job application system
- Integrated online job board for postings
- Automated candidate screening and job interest cards
- Text messaging capabilities for candidate engagement
- Configurable supplemental questions
- Examination testing invitations and automated scoring
- Integration with testing software
- Scheduling portal for assessments and interviews
- Automated tracking of applicants and hiring decisions
- EEO data collection and reporting
- Multi-departmental approval routing for requisitions
- Integration with background screening providers
- Pre-built compliance reports and ad hoc reporting capabilities. Additionally, the ATS should offer unlimited technical support, training resources tailored to the City’s configuration, and a structured project plan for implementation.

Period of Performance
The contract will be awarded for a term of two years, with potential renewal options subject to approval by the Detroit City Council.

Place of Performance
The services will be performed within the City of Detroit.

Bidder Requirements
Proposals will only be accepted from firms demonstrating at least five years of experience in providing similar services. Respondents must also have municipality experience as evidenced by references. The proposal must include a letter of transmittal signed by an authorized individual, along with various attachments including a pricing proposal and agreement to the Model Professional Services Contract.
