Description

Background
Michigan State University (MSU) is seeking proposals for Account Claim and Identity Verification Software to enhance its current systems that have been in place for over 15 years. The existing solution has proven to be inefficient, time-consuming, and poses operational and security risks. The goal of this contract is to implement a self-service functionality that allows users to claim accounts securely without relying on outdated methods such as PIN/PAN. Additionally, a policy will be developed to support the account claiming process.

Work Details
The contractor will provide the following services under the contract:
1. **Account Claim Services:**
- Develop an IT policy for account claiming in accordance with NIST 800-63A standards.
- Implement functionality allowing users to claim accounts without pre-shared secrets.
- Create an automated process using SMS, Alternate Email, RSA SecureID, etc., with limited time for claims to reduce risks.
- Require users to register password reset and multi-factor authentication (MFA) options during account claims.
- Ensure real-time processing based on business rules from the Admissions and Registrar’s Office.
- Collaborate with MSU IT Service Desk for Knowledge Base updates and execute test cases with the MSU IAM Team.

2. **Identity Verification Services:**
- Implement a remote identity verification solution that does not rely on Zoom or in-person interactions.
- Support accurate validation of government-issued IDs and other documentation.
- Ensure seamless integration with MSU’s NetID and Affiliate Account management systems.
- Automate verification processes to reduce manual work and improve user experience.
- Provide metrics and reporting capabilities for tracking verification times, volumes, and success rates.

Period of Performance
The contract is expected to commence upon award in November/December 2025 and will continue through the implementation phases as outlined in the project milestones.

Place of Performance
The services will primarily be performed at Michigan State University locations or remotely as required by the nature of the software implementation.

Bidder Requirements
Respondents must comply with mandatory minimum requirements including but not limited to: having a production environment, supporting various user types (students, faculty, staff), ensuring robust identity verification mechanisms, providing a user-friendly interface, integrating with MSU’s backend systems, supporting document upload capabilities, adhering to accessibility guidelines (WCAG 2 compliant), and maintaining compliance with relevant regulatory requirements (GDPR, FERPA).
