Background
The Lenawee Intermediate School District (LISD), located in Adrian, Michigan, is seeking proposals for an absence management system and an automated employee time tracking system. This request is made on behalf of LISD and its 11 constituent local public-school districts. The goal of this contract is to improve service and reduce costs associated with managing employee absences and time tracking.
Work Details
The selected vendor will provide two main systems: an Absence Management System and a Time and Labor Management System.
The Absence Management System must:
1) Automatically determine when contracted labor is needed and notify a qualified pool of candidates;
2) Maximize the reach of the contracted labor pool to maintain a 100% fill rate;
3) Track personnel absences and contracted labor placements, providing detailed reports;
4) Allow for the creation of preference lists for substitutes;
5) Enable automated absence approval.
The Time and Labor Management System must:
1) Track attendance via web-enabled devices, biometric scanners, or fingerprint readers;
2) Allow supervisors to manage employee time worked, including arrival/departure times and breaks;
3) Provide paid time off management capabilities;
4) Integrate with the current payroll system (PowerSchool ERP).
Additional requirements include detailed information about fees, third-party interface capabilities, data import/export options, training availability, support services, and any special requirements necessary for system use.
Period of Performance
The initial term of services will commence on July 1, 2027, and terminate on June 30, 2028. There is an option to extend for additional one-year terms subject to mutual agreement.
Place of Performance
The services will be performed within Lenawee County in southeastern Michigan.
Bidder Requirements
Respondents must not be debarred or suspended by any federal entity. They must provide proof of insurance meeting specified minimum requirements.
