761/20188.SAR; Lake Linden Shoreline Restoration
Background
The Torch Lake Superfund Site is managed by the Department of Environment, Great Lakes, and Energy in Michigan. The goal of this contract is to address extensive shoreline erosion and stamp sand exposure at Lake Linden, resulting in a loss of up to 15 feet of shoreline. The project aims to restore the shoreline to prevent further erosion and stamp sand deposition.

Work Details
The construction activities will include:

- Installation of Soil Erosion and Sedimentation Control (SESC) measures such as silt fences and turbidity curtains.
- Mechanical dredging and excavation of soil and stamp sands along the shoreline.
- Installation of geotextile fabric with 1-3 inch washed stone bedding.
- Placement of approximately 3 feet thick riprap for hard armoring.
- Backfilling with excavated material and 6 inches of topsoil to restore the existing shoreline grade.
- Seeding with native vegetation and applying a mulch blanket in disturbed areas to establish turf for soil stabilization, runoff reduction, and biodiversity support.

Cold hardy native plants will be selected from USDA Hardiness Zone 4b.

Period of Performance
The contract will be performed over a period of 120 days from the Notice-to-Proceed.

Place of Performance
The work will be conducted at the Lake Linden Site, located 0.2 miles south of Lake Linden Campground on Hiltunen St, Houghton County, Michigan.

Bidder Requirements
Bidders must provide a performance bond and payment bond for contracts over $50,000. A five percent bid guarantee is required with each bid. Bidders must also certify as a Qualified Disabled Veteran (QDV) or Michigan-Based Business if applicable. Additionally, bidders must have State Project Registration (SPR) for themselves and subcontractors.
