Background
The Department of Technology, Management and Budget, in collaboration with the Department of Military and Veterans Affairs, is issuing this Request for Qualifications (RFQ) for Construction Management Services for the Runway Encroachment Solution at Selfridge Air National Guard Base.
The project aims to enhance airfield safety and operational efficiency by addressing runway encroachment issues.
Work Details
The project involves the following key tasks:
1) Construct an approximately 1,100 linear foot hardened overrun with a 200-foot blast pad to accommodate a northern shift of the runway thresholds. This includes replacing runway threshold and end lighting, adding new hammerhead pavement at the end of the north overrun, repairing or reconstructing runway shoulders and edge lighting, realigning approach lighting, navigational aids, and glide slope on both ends of the runway, and relocating the north Perimeter Road and fencing.
2) Extend Taxiway A north to the new overrun with PCC pavement including paved asphalt shoulders, edge lighting, signage, and markings.
3) Extend Taxiway B north to the new overrun also with PCC pavement including paved asphalt shoulders, edge lighting, signage, and markings.
The estimated construction budget for this project is $140,940,000.
Period of Performance
Construction is anticipated to start in October 2026 with substantial completion expected by December 2029.

Bidder Requirements
