Background
The Department of Health and Human Services is seeking professional service contractors to provide architectural and engineering services for the Bay Pines Center in Escanaba, Michigan. The goal of this contract is to replace the existing generator and separate the HVAC system from the sprinkler system, ensuring compliance with all applicable local, state, and federal regulations.

Work Details
The contractor will be responsible for the following phases: 500 Final Design, 600 Construction Administration - Office Services, and 700 Construction Administration - Field Services. The contractor must demonstrate experience in similar projects and provide a complete design based on the approved project/program statement. No increase in compensation will be allowed unless there is a material change to the scope of work approved in writing by State Facilities Administration (SFA).

Period of Performance
The contract will commence upon award and is expected to be completed by June 26, 2026.

Place of Performance
Bay Pines Center, 2524 North 30th Street, Escanaba, Michigan.

Bidder Requirements
Bidders must attach a signed Certification of a Michigan Based Business and Responsibility Certification forms. The prime professional must possess a license to practice in Michigan as per the Occupational Code (PA 299 of 1980). Proposals must be submitted electronically via the State of Michigan Procurement System (SIGMA VSS) by the due date.
