Background
The State of Michigan, through the Department of Technology, Management and Budget (DTMB), is seeking professional services for a project involving architectural and engineering services. The goal is to provide comprehensive support in study, design, and construction administration as outlined in the Project/Program Statement. This contract is authorized under 1984 PA 431.

Work Details
The Professional will provide all necessary professional services, technical staff, and support personnel to achieve the project objectives as described in the Project/Program Statement. Services include:

1. Attendance at all project-related meetings and conferences.
2. Conducting a complete architectural and/or engineering study consistent with the Project/Program Statement, including itemized construction cost estimates.
3. Coordination with the Project Team to define areas of investigation and establish responsibilities.
4. Researching existing data to evaluate and clarify project requirements.
5. Analyzing data gathered during research to create draft recommendations or results of the study.
6. Preparing final study reports incorporating review comments from the Department.
7. Developing a program analysis that embodies physical, functional, and programmatic relationships required to achieve project objectives.
8. Preparing progressive schematic design deliverables that depict relationships of project functions and establish design basis for various systems (structural, mechanical, HVAC, electrical).
9. Preparing preliminary design documents that define size, function, arrangements, spaces, location, and operations of equipment and materials.
10. Final Design Documents that comply with applicable regulations and document a complete constructible project.

Period of Performance
The contract will commence upon execution in 2025 and will continue through various phases until completion of the final design documents.

Place of Performance
Services will be performed primarily at locations designated by the State of Michigan within its jurisdiction.

Bidder Requirements
Bidders must comply with specific requirements including but not limited to: maintaining adequate professional liability insurance; not employing or consulting with firms anticipated to be bidders for construction work; obtaining necessary approvals for any substitutions of key personnel; adhering to prevailing wage laws as applicable; and ensuring compliance with Michigan's Freedom of Information Act.
