Background
The Department of Technology, Management and Budget (DTMB) is issuing a Request for Proposals (RFP) for an Indefinite Scope Indefinite Delivery (ISID) contract to provide professional environmental services. This contract aims to streamline the selection process for obtaining environmental services related to minor, emergency, and routine investigation and remediation projects across various locations in Michigan. Work Details
The services under this contract may include but are not limited to: investigating environmental contamination sites, evaluating conditions, designing remediation strategies, supervising implementation of abatement measures, and ensuring compliance with relevant laws such as the Michigan Natural Resources and Environmental Protection Act (NREPA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).
The work will encompass various phases including:
- 100 Study
- 300 Schematic Design
- 400 Preliminary Design
- 500 Final Design
- 600 Construction Administration - Office Services
- 700 Construction Administration - Field Services
- 800/900 Operation and Maintenance Management – Remediation Facility.
Professionals must indicate their willingness to serve in specific regions and service areas as part of their proposal.
Period of Performance
The contract will be effective for three years from the date of award but may be extended on an as-needed basis. All assignments under this ISID contract must be completed within five years of the contract approval date.
Place of Performance
Various locations throughout Michigan.
Bidder Requirements
Bidders must demonstrate experience in similar projects that comply with local, state, and federal regulations. They must also possess a license to practice in Michigan. Additionally, firms must complete a Professional Questionnaire detailing their qualifications and submit a signed Certification of a Michigan Based Business along with Responsibility Certification forms.
