2026-27 Rapid Re-Housing NOFA

Background
The City of Detroit Office of Contracting and Procurement (OCP), on behalf of the Housing and Revitalization Department (HRD), is seeking organizations to provide Rapid Re-housing services for families with minors experiencing literal homelessness. The goal is to assist these families currently residing in City or federally funded Emergency Shelter programs by providing housing-focused services aimed at resolving their homelessness as quickly as possible.

This initiative is part of the City’s comprehensive response to homelessness, which includes collaboration with various stakeholders to enhance housing stability and reduce the duration of homelessness.

Work Details
The selected organization will provide Rapid Re-housing services, including:
- 6-12 months of rental assistance for families residing in Detroit Emergency Shelters.
- Housing stability case management tailored to the unique needs of families.
- Supportive services that include housing search assistance, financial assistance for startup costs, arrears payments, security deposits, and rental assistance.
- Participation in the Coordinated Assessment Model (CAM) for referrals and data entry into the Homeless Management Information System (HMIS).
- Monthly meetings with project participants to ensure long-term housing stability and compliance with program requirements.
- Adherence to HUD System Performance Measures and participation in performance-based agreements with the City.

Period of Performance
The contract will be effective for a 12-month term starting after City Council approval, with funding expected to be fully expended by September 2027.

Place of Performance
Services will be provided within the City of Detroit, specifically targeting families currently in emergency shelter programs.

Bidder Requirements
Eligible applicants must be private, nonprofit organizations that are tax-exempt under section 501(c)(3) of the Internal Revenue Code. They must demonstrate prior experience operating federally funded rental assistance programs within the last five years. Organizations must also have an active registration in SAM (System for Award Management) and comply with all federal regulations regarding nondiscrimination and homeless persons' rights.
