2025/2026 Homelessness Solutions NOFA Application

Background
The City of Detroit's Housing and Revitalization Department is committed to addressing homelessness through a comprehensive response system. The goal is to prevent homelessness whenever possible or to ensure that it is a rare, brief, and one-time experience.

The City collaborates with various stakeholders, including the Detroit Continuum of Care, supportive housing developers, and individuals with lived experience of homelessness. For the 2025-2026 program year, the City plans to utilize Emergency Solutions Grant (ESG) and Community Development Block Grant (CDBG) funds to meet the urgent needs of residents experiencing homelessness or at imminent risk of homelessness. Approximately $5 million in total funding is anticipated for these programs, contingent upon HUD’s budget.

Work Details
The contract will provide services including emergency shelter beds, street outreach, rapid rehousing, and prevention services specifically for Detroit residents experiencing homelessness. Eligible program types include:
- Street Outreach
- Emergency Shelters including Warming Centers
- Rapid Rehousing
- Homelessness Prevention
- Coordinated Entry.

Applicants must demonstrate their capacity to implement successful programs that align with the City’s priorities and effectively address homelessness in the community.

Period of Performance
The performance period for this contract will span from January 21, 2025, when the NOFA opens in Oracle, until February 27, 2025, when applications are due. The funding may cover projects for up to two years depending on availability.

Place of Performance
The services will be performed within the geographic boundaries of Detroit.
