2025-2026 CDBG/NOF Public Service Application

Background
The City of Detroit's Housing & Revitalization Department is issuing a Notice of Funding Availability (NOFA) for the 2025-2026 Community Development Block Grant (CDBG)/Neighborhood Opportunity Fund (NOF) Public Service program.
The program aims to invite community organizations to submit applications for projects that will enhance public services in the city, focusing on low and moderate-income individuals.
The funding is contingent upon the City receiving adequate CDBG funding from HUD.

Work Details
Eligible activities for funding include five main components: Education, Health, Public Safety, Youth Recreation, and Seniors.
Each component has specific service requirements:
1. **Education**: Programs must provide academic support, including literacy improvement, GED preparation, and job training.
2. **Health**: Services should focus on health-related activities excluding transportation to medical appointments, such as nutritious meals, socialization activities, and health monitoring.
3. **Public Safety**: Activities should enhance community safety through crime prevention initiatives and supportive counseling services.
4. **Youth Recreation**: Programs should offer arts, crafts, sports, and cultural enrichment activities for youth.
5. **Seniors**: Services must cater to senior citizens' needs including transportation for medical appointments and health services related to cognitive disorders.

Period of Performance
The contract period will align with the 2025-2026 program year, with applications due by October 11, 2024.

Place of Performance
The services funded under this program will be performed within the City of Detroit.
