Description

Background
The City of Detroit Office of Contracting and Procurement (OCP) is seeking qualified vendors to provide structured, supervised enrichment opportunities for Detroit youth during the summer months. The initiative aims to ensure families have access to affordable, high-quality childcare, enabling caregivers to work without the financial burden of childcare. The programs focus on addressing the academic, social, emotional, and health needs of children aged 6 to 12 years.

Work Details
Vendors will provide all-day programming at non-City partner locations for up to fifty (50) youth per camp location from June 22, 2026, to August 14, 2026. Each camp will operate Monday through Friday from 8:00 AM to 6:00 PM. Programming should include a variety of activities such as:

- Zumba
- Martial arts
- Soccer
- Wrestling
- Nutrition education
- Culinary arts
- Chess
- Debate
- Photography
- Music
- Robotics
- Financial literacy
- Karate
- Social media responsibility
- Theatre arts
- Crafts
- Sewing

Vendors must submit a curriculum example with at least one lesson plan and a weekly schedule that includes breakfast (provided by the City), lunch (provided by the City), and an afternoon snack (provided by the vendor). A minimum staff-to-camper ratio of one staff member for every ten campers is required.

Period of Performance
The contract will be performed from June 22, 2026, to August 14, 2026.

Place of Performance
Programming will take place at approved non-City partner locations in Detroit.

Bidder Requirements
Vendors must demonstrate a minimum of two years of experience providing similar services. All staff interacting with children must obtain First Aid and CPR certifications and pass background checks as required by the Recreation Division policy. Additionally, vendors must obtain a valid State of Michigan Camp License before the camp begins.
