Background
The State of Maine, through the Department of Administrative and Financial Services and the Office of State Procurement Services (OSPS), is seeking quotations for a Master Agreement for Calibration and Testing Services. This agreement is intended to support the Department of Transportation by providing calibration and testing services for portable nuclear density gauges and radiation survey meters, as well as dosimetry and leak test services. The goal is to ensure compliance with safety standards and operational efficiency in handling radioactive materials.
Work Details
The contractor will provide calibration and service for the following equipment:
- Portable Nuclear Density Gauges (Troxler models 3411B, 3440, 3430) with specific tasks including:
- Perform 3-block calibration per ASTM D7759
- Clean gauge and shipping case
- Inspect electronic components, battery, charging system, mechanical components, source rod (if applicable), shipping case
- Perform leak tests if needed
- Replace scraper ring, wiper seal, bumper
- Provide NIST-traceable calibration certificates.
- Radiation Survey Meters (SE Monitor 200) requiring similar inspection and calibration services.
- Radiation Dosimetry services including badge analysis and employee exposure reports every three months.
- Radiation Leak Test Analysis every six months with certificate issuance. The vendor must also coordinate with the MaineDOT Radiation Safety Officer for scheduling and ensure compliance with applicable regulations.
Period of Performance
The initial period of performance is from October 26, 2025, to October 31, 2026. There are four optional extension periods available:
1. November 1, 2026 - October 31, 2027
2. November 1, 2027 - October 31, 2028
3. November 1, 2028 - October 31, 2029
4. November 1, 2029 - October 31, 2030.
Place of Performance
The services will be performed primarily at the Department of Transportation – Highway Maintenance Division located in Bangor, Maine.
Bidder Requirements
Bidders must demonstrate compliance with all specifications outlined in the RFQ. They should possess necessary licenses and certifications to perform calibrations and analyses as required by regulatory bodies such as USNRC and NIST. Bidders are also required to provide proof of NVLAP accreditation for dosimeter processing. Additionally, bidders must affirm that they are not debarred or suspended from government contracts.
