Support MDOE project to revise IDEA Part C

Background
The Maine Department of Education, specifically the Office of Special Services and the Inclusive Education Division, is responsible for implementing federal education programs, including Part C of the Individuals with Disabilities Education Act (IDEA).

The goal of this contract is to support the revision of IDEA Part C regulations to ensure they are clear and accessible for families and providers, reflecting both federal requirements and state-specific regulations.

Work Details
WestEd will provide technical assistance to the Maine Department of Education in revising IDEA Part C. This includes developing written regulations specific to early intervention services for infants and toddlers with developmental delays or disabilities.

The work will focus on creating understandable language for families and legislative personnel, incorporating policies for the Part C extension option, providing professional development for staff on new regulations, and consulting on the State Systemic Improvement Plan (SSIP).

Period of Performance
The contract is proposed to start on March 1, 2025, and end on March 1, 2026.

Place of Performance
The services will be performed in San Francisco, CA, by WestEd; however, the impact will be within the state of Maine as it pertains to local education agencies.

Bidder Requirements
WestEd is selected as a single source vendor due to its unique qualifications as a nonprofit public research agency affiliated with the U.S. Department of Education. They are the only technical assistance center that supports Part C of IDEA that is not for profit.

Their expertise aligns with federal compliance indicators necessary for Maine's educational programs.
