Background
The State of Maine's Department of Health and Human Services is seeking applications for Rural Regional Planning for Perinatal Care in Districts 6 and 7. The initiative aims to improve maternal and newborn health outcomes for individuals enrolled in Medicaid and the Children's Health Insurance Program (CHIP) through the Transforming Maternal Health (TMaH) model. This model focuses on enhancing access to care, patient safety, and whole-person care delivery. The Department intends to empower rural communities to define their service needs and facilitate high-quality maternity care statewide.
Work Details
The awarded applicants will be responsible for:
1. Building a Rural Planning Group by identifying healthcare and community partners, including hospitals, tribal health clinics, doulas, maternity providers, family planning providers, and community resource partners.
2. Developing a detailed workplan to expand access to perinatal care services within the Public Health District.
3. Engaging with the TMaH Liaison and participating in statewide discussions.
4. Coordinating Regional meetings with a minimum of four in-person sessions over two years.
5. Conducting a Regional inventory of available maternity services, including clinical services and community-based programs.
6. Identifying overarching goals within the first eight months of the contract period.
7. Conducting a SWOT analysis of Regional perinatal access within twelve months.
8. Providing quarterly progress reports detailing milestones met, activities completed, barriers encountered, and updates on planning partners.
Period of Performance
The anticipated contract period is from July 1, 2026, to June 30, 2028.
Place of Performance
The contract will be performed in Districts 6 (Penobscot and Piscataquis counties) and 7 (Washington and Hancock counties) in Maine.
